Agreement
These terms govern access to govcontractfinder.agentstructure.ai and use of the GovContract Scout connector (implementation name RFP Scout, package @agentstructure/rfp-scout 0.1.0), published by Agent Structure LLC. By using the site or invoking the connector, you agree to these terms. If you are using them on behalf of a company, you represent that you can bind that company. If you do not agree, do not use the service.
The service
GovContract Scout is a read-only screening aid. It queries the public Contract Opportunities extract on the server and ranks notices against keywords, NAICS codes, geography, and self-reported set-aside codes. It returns fit reasons, gaps, blockers, deadlines, and a link to the official notice. It does not call the SAM.gov Opportunities API and does not use a SAM.gov API key.
The service does not submit bids, contact contracting officers, store company profiles, schedule alerts, or accept payment. There is no subscription in this build. A “no” belongs in any Muse field that asks whether the connector accepts payments.
Not the government, and not legal advice
Agent Structure LLC is not a government agency. GovContract Scout is not affiliated with, endorsed by, or operated by the U.S. government, the General Services Administration, SAM.gov, or Meta. Muse is a Meta product. We do not speak for Meta.
Fit scores are heuristics. The maximum is 100 only as arithmetic: 50 for a NAICS match, up to 35 for title keywords, and 15 for a supplied service-state match. A score is not a probability of winning, a responsibility determination, a size-status determination, or permission to bid. Screening status is “needs review” or “blocked.” There is intentionally no “qualified” or “eligible” status.
You must read the official solicitation, amendments, attachments, set-asides, size standards, registration requirements, and the exact deadline on SAM.gov before you rely on a result. Deadlines without an explicit timezone are marked unverified. Missing deadlines stay unknown. Only an unambiguous elapsed timestamp is dropped.
Your responsibilities
- Supply only information you have the right to use.
- Describe real capabilities. The examples in the documentation are illustrations, not your registrations.
- Do not send secrets, proposal pricing, credentials, or controlled information in a profile or prompt.
- Verify every notice you might pursue. Fewer results are not proof that nothing else exists.
- Comply with the terms that govern the public extract and the official notice pages, and with Muse’s terms as a user.
Acceptable use
You may not:
- Misrepresent eligibility, set-aside status, or SAM registration to the tool or to a buyer.
- Use the service to harass contracting staff or to automate bid submissions.
- Probe, overload, or bypass the connector’s authentication or rate limits.
- Scrape the website in a way that degrades it for other readers.
- Resell access to the connector token.
- Use the service in violation of law, including sanctions and procurement-integrity rules that apply to you.
We may suspend a token or a deployment that breaks these rules.
Access and credentials
End users do not receive an account on this website and do not supply a SAM.gov API key. This site does not hold one. An access key is created at /ui/keys for a browser or for Instinct. Programs send that access key as a bearer token. A browser that cannot set that header uses /ui/signals, which keeps the access key in an httpOnly session cookie. This site does not implement OAuth with PKCE. Do not put the access key in the Muse listing, in a prompt, or in a public repository.
This website is the product, documentation, privacy, and terms home. It is not the Muse MCP server. Programmatic clients call POST /api/v1/signals with a bearer token. A browser that cannot set that header uses /ui/signals, which keeps the same key in an httpOnly session cookie and runs the lookup on the server.
Third-party data and availability
Notices come from a public extract that can lag the live SAM.gov site by about a day. They can be incomplete, amended, cancelled, or wrong by the time you read them. A missing file, a stale file (ingest lag), and a query with no local matches are separate errors or empty states. The connector does not fill the gap with samples. Coverage is U.S. federal solicitation metadata in that extract. It is not a live API crawl of the full SAM.gov corpus and not state, local, or commercial RFPs.
Intellectual property
The GovContract Scout name, the seal logo, and the text of this site belong to Agent Structure LLC or its licensors. SAM.gov data remains subject to the government’s terms. You may link to these pages. You may not copy the seal or the listing copy in a way that implies a government or Meta endorsement.
Disclaimers
The site and the connector are provided “as is” and “as available.” To the fullest extent permitted by law, Agent Structure LLC disclaims warranties of merchantability, fitness for a particular purpose, non-infringement, and accuracy or completeness of any notice, score, deadline, or gap. Some jurisdictions do not allow a disclaimer of certain warranties. In those places, the disclaimer applies only as far as the law allows.
Limitation of liability
To the fullest extent permitted by law, Agent Structure LLC and its members, employees, and contractors will not be liable for lost profits, lost bids, missed deadlines, or any indirect, incidental, special, consequential, or punitive damages arising out of the site or the connector, even if advised of the possibility. Because the service is offered without a fee, total liability for any claim relating to the service is limited to fifty U.S. dollars, except where liability cannot be limited.
You are responsible for the decision to bid. A missed amendment or an incorrect self-reported certification is not a defect we insure.
Indemnity
If you are using the connector as a business, you will indemnify Agent Structure LLC against third-party claims that arise from your profile data, your bids, or your misuse of the service, including reasonable legal fees, except to the extent the claim is caused by our willful misconduct.
Changes and contact
We may update these terms by posting a new version on this page with a new effective date. Continued use after that date is acceptance of the update. The current effective date is September 30, 2026.
